The residential landscape of a city is key to its economic, social,\u00a0and cultural functioning. Following the collapse of communist rule in\u00a0the countries of Central and Eastern Europe (CEE) in the late 1980s and\u00a0early 1990s, urban residential dynamics and household mobility have been\u00a0critical to urban change under new economies and political systems. This\u00a0article explores neighbourhood perception, which is a link in the chain to\u00a0better explanation of socio-spatial processes (and their interruption by\u00a0the socialist system). We use a novel data set \u2012 opinions expressed on one\u00a0of social media (Twitter), and a novel empirical method \u2012 neural network\u00a0analysis, to explore people\u2019s current attitudes and perceptions about the\u00a0neighbourhoods and districts in Tartu, Estonia. The findings suggest that\u00a0Twitter comments about urban neighbourhoods display attitudinal and\u00a0perceptual commentary, which is subdued compared to other subjects. The\u00a0socialist goal of homogeneity in neighbourhoods is not reflected in present\u00a0day perspectives about urban neighbourhoods, 25 years after the disintegration\u00a0of the USSR. Ambivalence about neighbourhoods persists, but this\u00a0ambivalence may be in flux. Older, formerly neglected neighbourhoods, the\u00a0subject of positive perception on social media, are currently experiencing\u00a0increased investment, and the observed trends in our data support a narrative\u00a0of neighbourhood transition.<\/p>\n
