Revisiting the role of architects in planning large-scale housing in the\u00a0USSR: the birth of socialist residential districts in Tallinn, Estonia,\u00a01957\u20131979<\/strong>\u00a0(2017).<\/p>\n

\"\"<\/a><\/p>\n

\"\"<\/a>In Central and Eastern Europe and the Former Soviet Union, housing estates are\u00a0often associated with inhumane architecture and unwelcoming public space,\u00a0an outcome that can be attributed to strict design requirements in a rigid\u00a0centralized system. Due to the uniformity of residential housing produced\u00a0during socialist times, both the design process and its master \u2013 the architect\u00a0\u2013 are believed to have played only minor roles in shaping townscapes. This\u00a0study, situated in the large housing estates of Tallinn, Estonia, challenges\u00a0these assumptions using analyses of archival material (relating to planning\u00a0procedures during state socialism) and articles in specialized magazines.The\u00a0study also explains \u2013 through first-hand interviews with senior architects who\u00a0were key players in building socialist cities \u2013 the relations between Soviet\u00a0regulations and vital elements of the city-building process, including\u00a0creativity, power, and artistry. Analysis of primary source materials highlights\u00a0an oversimplification of socialist modernism, which suggests more nuanced\u00a0explanations for town planning outcomes. Findings suggest that regulations\u00a0issued in Moscow for Union of Soviet Socialist Republic-wide planning\u00a0played a less important role than previously assumed in town planning\u00a0outcomes in Estonia. International modernist city planning ideals, combined\u00a0with local expertise, strongly influenced town planning practice in the\u00a0Soviet \u2018West\u2019.<\/p>\n
